August 1838 Resignation of William Wilshere. An agreement had been reached between the Whig and Conservative parties during the petition hearing that William Wilshere should resign at the end of the parliamentary session and let Thomas Baring be elected unopposed. Havelock Wilson sought election as a Patriotic Trade Unionist's and Seamen's candidate. He claimed to have been adopted by both the local Liberal and National Democratic parties but, as his name did not appear on the official list of NDP candidates, he is classified as a Liberal. His candidature was supported by the National Sailors' and Firemen's Union.

William Dawson's candidature had been approved by the Executive of the National Federation of Discharged and Demobilised Sailors and Soldiers, but they repudiated him during the early stages of the campaign.
